Let’s talk HIPAA! R.C. 149.43(A)(1)(hh) deals with “protected health information.” First, remember that HIPAA (the Health Insurance Portability and Accountability Act) is a federal law that does NOT create any public records exceptions on its own. That always surprises people when we say it in class.
