In limited circumstances, a private entity can be forced to comply with Ohio public records laws. Certain businesses, non-profits, or other entities that perform what courts call the equivalent of a government function are required to fulfill and respond to records requests. Some easy examples here are private police departments or certain non-profits that receive extensive government funding. Here’s a recent case from the Ohio Supreme Court where that happened.
